Recent months have brought a sense that solar energy development in the Southwest may be running up against a series of challenges, from RPS’s that appear to be lower than needed to drive a fulsome market, to questions about California’s out-of-state RPS compliance policy, to wavering support for renewable energy incentives at the federal level. This panel will lay out the nature of those challenges and offer potential solutions.
